1) I got a new offer from another employer, Can I do the H1 transfer now?
2) If yes, should it be in normal processing (or) premium, which is safe
If you go the normal route, since you will be working at the Client site, if there is an RFE it's easy to obtain supporting documents.
3) If my current employer withdraws petition any risk involved?
As soon as you join a new Employer, it does not matter what happens to previous H1B petition (As it is automatically revoked as you have no stubs.)
